Tadpoles Tactics is the first step in the international expansion of the Military Emergency Management Specialist Academy (MEMS), run by The State Guard Association of the United States, a program designed to coordinate and optimize reaction capacity, ensuring the effective integrated management of any emergency, from natural disasters to large-scale terrorist attacks.

Our instructors, certified by the U.S. Department of Homeland Security, will assist the project heads in creating an international network, with shared standards and communicational systems, whose first pilot program to be realized off U.S. soil will be in Italy.

The current MEMS in the U.S.A. is a leading example of the coordination of different participants, military and otherwise, to intervene in case of large-scale emergencies: military units, emergency response teams, soldiers and even civilians, are successfully trained to create a perfectly integrated emergency response network. Soon, Tadpoles Tactics will introduce this fundamental training program to Italian people as well.

The mission of the SGAUS Military Emergency Management Specialist (MEMS) training program is to promote the advancement of knowledge and practice of emergency management and to prepare members and other authorized participants to perform effectively in local, state and national emergency management exercises and mobilizations.

After spending five decades at home and abroad, in police and military uniform, amassing a wealth of experience and vast technical and human knowledge, Major Roger Higby as part of an ongoing career today wears the mark of the “tadpole” offering his knowledge and network to “tadpole” trainees of Tadpoles Tactics.

This closes the loop and completes the evolutionary cycle from the "tadpole" he once was, to the full-age warrior he became and his current involvement in training the less experienced with a new firm in constant development, as well represented in its seal: Tadpoles Tactics.

Roger Higby serves as Tadpoles Tactics’ liason and logistics manager for military personnel and law enforcement training in the USA, as well as coordinator of training programs for Italians interested in training in the USA.

LACS Army

Laser Advanced Combat System – LACS Training Platform (LTP)

Tadpoles Tactics collaborates in the development of the LACS ARMY system and is responsible for the training program dedicated to professional use in worldwide exclusive:

  • Military units support and relationship referral for the management of the LACS System platform

LACS is a Mil-Sim system which brings a number of innovations in the field of military simulation and training. These innovations result from the development of proprietary optical and electronic patented technologies that allow a qualitative and quantitative leap in the world of PTW (Professional Training Weapon) for the military professional simulation.

This optical/electronic system offers the chance, during the simulation, of combining concrete weapon's and accessories' physical actions with the simulated actions of the laser and optical receivers. The combination of the real action of the weapon and the laser emission offers a variety of benefits to both the operator and trainer during exercises. Among them: the management of the possible set ups of the weapon or the used personal configuration (hits, statistics on engagements, ballistic protections), the certainty of hits and their origin, the inability to distort the simulation, the reduced risk of physical injury to the operator and the real-time monitoring of the simulation through a central unit (TOC - Tactical Operation Center).
